PFAS in Firefighting Foams: What the 2026 Regulation Means for Your Operations.

With increasing global scrutiny on Per- and Polyfluoroalkyl Substances (PFAS), Singapore has introduced firm regulatory controls on their use in firefighting foams. 🧯

Under National Environment Agency’s directive, from 1 January 2026, the import and use of firefighting foams containing regulated PFAS
(PFOA, PFOS, PFHxS) will be phased out unless they meet strict trace-level thresholds aligned with international standards.

NEA New Regulations

The allowable limits are defined as:

PFOA: ≤ 25 ppb

PFOS: ≤ 10,000 ppb

PFHxS: ≤ 100 ppb

Materials exceeding these limits must be removed and disposed of through NEA-licensed waste collectors, with mandatory regulatory oversight.

📊 Industry Implications: Beyond Simple ComplianceThe transition away from PFAS-based firefighting foams is not a straightforward substitution exercise.
It represents a multi-disciplinary operational shift involving:

Verification of PFAS content to demonstrate compliance to NEA limitsTransition to fluorine-free foam (FFF) alternatives with varying performance profiles System compatibility and engineering validation to maintain firefighting integrity.
Cleaning and decontamination of existing foam systems and equipment Waste characterisation and disposal of PFAS-containing materials.

Importantly, companies must be prepared to produce test reports, technical specifications, and supporting data upon regulatory request.
